Description of job and tasks involved
I am deputy head of Finance and Accounting Department Financial Plan Section at University of Latvia (UL). I am responsible for financial monitoring of research and other projects, coordination of the total research and other projects’ budget, financing plans and estimates, reporting to the UL about application for the funds and financial situation, budget performance and other financial analysis. My duties also include consulting researchers and faculty, institute level financial administrators on project budgeting, project cash flow planning, preparation of financial reports, assisting in understanding requirements of funding from different sources, national legislation and UL requirements, helping to solve other financial issues during implementation of projects and providing assistance during audit. Since 2009 I am financial manager of ESF project “Support for doctoral studies at University of Latvia”, my duties in project include planning and controlling of budget and cash flow, consulting the project team about financial rules and preparing various financial reports. Since 2015 I am senior expert of finance of ERDF project “Institutional capacity development in University of Latvia”, my duties include participating in working groups in order to develop more effective and better cost calculation system and scientific service pricing methods.

The University of Latvia (UL) with its 15,000 students, 13 faculties and more than 20 research institutes is one of the largest comprehensive and leading research universities in the Baltic States. The UL offers more than 130 state-accredited academic and professional study programmes. At UL, research is conducted in over 50 research fields, which represent four main areas of inquiry: the humanities, sciences, social sciences, and education sciences. The UL pays great attention to the development of international collaboration.
There are several departments, which are responsible for research administration in UL, such as Academic Department, Development and Planning Department, Personnel Department and Finance and Accounting Department. These departments are providing necessary information, supporting and consulting researchers and faculty, institutes level administrators to successfully submit and implement research projects and other activities. Direct implementation of research and other projects are organized in faculties and institutes. There are project managers, assistants, which helps researchers to manage administrative work in faculties and institutes. Researchers from smaller units are using central department’s assistance for projects administration.
